If you’ve heard of the Radio Dept., you’re probably either a fan of Swedish indie-pop (check), a faithful reader of Surfing on Steam (check) or a devotee of Sofia Coppola’s movie “Marie Antoinette” (oops), which used three of the band’s songs. The Stockholm trio’s new album “Clinging to a Scheme,” their first in four years, is due in April and promises to service your Belle and Sebastian jones. “Heaven’s on Fire” starts with a statement from Thurston Moore and then heads off to someplace very exuberant.
