San Francisco’s Kelley Stoltz has a knack for ramshackle melodies. A veteran home-recording guru, Stoltz typically plays all the instruments himself and pens the kind of pop songs that stick to you like cheerful friends along for the ride. With “To Dreamers” (out this week), his fourth release for Sub Pop, Stoltz adds some extra grit to his psychedelic sunshine sound.  The new album includes horns, mellotron and a full studio band on two songs, including a cover of Pete “Big Boy” Miller’s ’60s nugget “Baby I Got News for You” featuring a guest appearance by the Big Boy himself.  On the shimmery “I Don’t Get That,” unrequited love has never sounded quite so confident.
