Harlan barged onto summer party playlists last spring with his “Native Son” EP, which fearlessly tackled the retro-groovy funk and R&B that made Prince the commander-in-chief. His new EP “1984” (out next week) finds him back in that groove, with the man born Harlan Silverman – who has been one-half of the folk duo Alex & Sam and one-half of the pop duo Little Brutes, as well as a sideman-in-demand – dispensing a three-minute, radio-ready gem. If only radio had the good sense to actually play something like this.
